NC Birth-to-Three Quality Initiative
We partner with early childhood programs across North Carolina to elevate infant–toddler care through expert coaching, training and consistent statewide support.
Coaching, Consultation and Training
The Birth-to-Three Quality Initiative supports early care and education centers and family child care homes across all 100 North Carolina counties through coaching, consultation and training for teachers and administrators working with children ages birth to three. Birth-to-three specialists provide on-site support and virtual learning collaboratives to improve the quality and availability of infant-toddler care statewide.
In 2004, North Carolina established the Statewide Infant Toddler Quality Enhancement Project (ITQEP) with funding from the NC Division of Child Development. The goal of the project was to improve the quality and availability of care for children aged birth to three in North Carolina by supporting early care and education centers through coaching, mentoring and training. In August 2022, the project became the Birth-to-Three Quality Initiative.
The project team includes Birth-to-Three Specialists (B-3S) and a project management team employed by Early Years.

On-Site Technical Assistance
The NC Birth-to-Three Quality Initiative offers on-site coaching and consultation to enhance the quality of early care and education centers serving children ages birth to three across the state. We commend you on your dedication to providing the highest quality infant, toddler, and twos care possible! Work with us and you will receive:
- DCDEE contact hours for administrators and teachers
- Support for center and individual CQI plans
- ITERS-3/FCCERS-3 assistance
- Family engagement planning and implementation
- Classroom-specific observations and goal achievement
- Peer networking for teachers and administrators
- Strategies for quality improvement and maintenance
- Approaches to self care and job satisfaction
The Birth-to-Three Quality Initiative is funded by DHHS Office Administration for Children and Families/NC DHHS and DCDEE under federal grants #2501NCCCDD and #2601NCCCDD (1)100% is Federally funded (2) $2,550,00 is allocated per year. The contents are those of the Grantee and may not reflect the official views or policies, nor should be considered an endorsement of the grantor(s) or the U.S. Government.
